Executive Council Meeting

Ted Malone called the meeting to order at 2:15 pm.
President's Report: Ted Malone
Ted shared what he has been working on since he resumed office in October.
President-Elect Report: Doug Severs
The majority of Chairs for next year have been selected. Doug announced plans for future Executive Council meetings. He would like to develop a special website for Executive Council to distribute meeting materials.
Advanced Track Summer Institute Report: Mary San Agustin
Mary passed out a written report with the program schedule, cost information, and names and addresses of faculty. Announcements about the Advanced Summer Institute will be distributed to ensure that all members receive the information.
Basic Summer Institute Report: Jim White
The Basic Summer Institue will be held June 25-30, 2000 at the University of San Diego. The registration database will be coordinated with the WASFAA membership database.
Site Selection Report: Paul Phillips
Hotel information for the Phoenix, AZ area for the 2004 conference was distributed. Thirteen years will have passed since the last conference in Arizona. The Doubletree, Scottsdale Paradise Valley for the May 16th-18th dates was approved, contingent upon satisfactory contract language.
Members continue to question the time of year the conference is held. One of the major issues of concern is the May 1st admissions commitment date. Lois Kelly did a survey, which was used when deciding on the potential date of the 2004 conference.
Nominations & Elections Report: Youlonda Copeland-Morgan
The ballot was mailed to members with a February 20 deadline. The ballot includes a by-laws change and a logo change question. The results of the ballot will be posted to the list serve.
Electronic Services Report: Les Ishimoto
The WASFAA website was revised and notice was sent to the membership. The conference pages are on the web. The EDAC Scholarship form is also on the web. Les is working with the Summer Institute Chairs, and with Kate Bligh to get the WASFAA calendar on the site. He plans to get the Newsletter onto the website as well. The original goal of making the website an integral part of the membership has been accomplished.
Credit Cards used on the website for conference registration and other training is being considered. Ted will consider establishing a task force to study the feasibility of the use of credit cards.
Ted encouraged the EC to look at the website to see if our personal information needs to be updated.

Distance Education Task Force Report: Jack Johnson
Presentation by the Oregon Army National Guard on their distance-learning network by Steve Abel, Director of Communications Management Oregon Guard. The Distance Learning website, http://ng-call.army.mil lists information about the status of the program in each state. For institutions that are interested in having a site in their area, contact the National Guard to express an interest. There is a five-year plan for sites in Oregon, but this can be rethought, based upon interest expressed by communities. The majority of interest at this point is with K-12.
Treasurer's Report: Tracy Reisinger
The Treasurer's Report was discussed and approved.
Research Committee Written Report Submitted by Rod Dunn: Ted Malone
Rod's report included a draft WASFAA Research Grant application. After discussion, it was agreed that the application packet be simplified.
Membership Committee Report: Ted Malone
WASFAA has 976 members to date.
Fund Development Committee Report: Sun Ow
Sun distributed a written report, copies of the solicitation brochure for the annual conference, and a report of revenue generated by Newsletter ads so far.
Historical Archives Report: Kate Bligh
The sorting of historical documents is complete. Her goal is to look at another medium of storage for the future.
WASFAA Scholarships Report: Kate Bligh
Proposed providing two, one-time scholarships to allow members who cannot afford to attend this year's WASFAA conference in Alaska due to budget constraints. The application would be available on the website. The creation of the scholarships was approved.
Federal Issues Report: Ted Malone
California Community College Council has asked WASFAA to submit support for its position on technical amendments regarding the new return of Title IV aid rules. Ted forwarded this request onto the Federal Issues Committee to draft a response on behalf of WASFAA.
Federal Update Report: Marianna Deeken
Spring training, one-day series, just started in Regions 9 and 10. NSLDS, the next training series, will be in the training facilities and at schools from April through December. One-day Pell workshops also planned on the new RFMS for 2000-2001, from May through October at Regional facilities and school sites. The dates for the first quarter of the year have been scheduled for the EDExpress training. One-week Hawaii, Alaska, and Pacific Islands Reauthorization, Pell, NSLDS, Application Processing, and maybe Packaging. Will send teams of trainers to the outlining areas. The dates have not been finalized yet, but they will be from May through June. COACH - should have received the first 21 lessons, the last 15 lessons were delayed. They will be downloadable from the web; will not be sending out on cd-rom. It will include the new return of Title IV funds. There are four or five 'Dear Partner' letters in final clearance. The Region 10 office will be moving by October 2000.
Institutional Improvement Specialist Report: Julie Arthur
Julie's position is a member of the Seattle Case Management Team, US Department of Education. Her job is to provide technical assistance, presentations at conferences, and other case management team activities. There also may be times when the case team will suggest that the Institutional Improvement Specialist visit specific schools, the alternative of which might be a program review team visiting the school. Schools can also request on-site technical assistance from the Institutional Improvement Specialist. The Department of ED's first response to problems that schools encounter in administering the programs is no longer sending in the program reviewers.
Conference Committee Report: Rick Weems
Rick discussed the plans for the annual conference in Anchorage. Information is on the website.
Newsletter Committee Report: Marlene Schmitt
Marlene indicated that they are not receiving the articles required by the established deadline. The next newsletter should go out around the 15th of February. The April/May issue deadline is March 1st. The theme of the issues is "spring cleaning and organization".
EDAC Report: Marsha Dupree
Marsha thanked Les Ishimoto for putting the EDAC scholarship information and application on the web expeditiously. EDAC is planning a professional development workshop at the annual conference.
Training Committee Report: Paige Hurley for Mona Conch-Buckheart
The number of attendees for the fall training was similar to last year's. There continues to be non-members who attend the training without paying membership dues. There are leftover materials available. There are seven (or fewer) offerings for spring training; the topics are: Return of Title IV Aid, Summer Financial Aid, and C Codes. If you are interested in being a training site, contact Mona.
College Access and Affordability Report: Mike Johnson
The purpose of the task force was to put together materials for parents of grade school students to assist them in planning to pay for college. Mike gathered some materials, and will do a presentation at the Alaska conference.

NASFAA Issues Report: Ted Malone
Ted encouraged everyone to volunteer to serve on NASFAA committees. Doug, Youlonda and Ted are on the NASFAA Board. Also, please vote when you receive the ballots.
Web Sponsorships Report: Ted Malone
Ted will post some websites with different examples of web sponsorships so this can be a future decision item.
Graduate Issues Report: Dennis Tominaga
All the states responded to the needs assessment survey that he had distributed. The results showed that colleagues from Graduate/Professional schools feel that they have unique needs and issues. Dennis recommended that an ad hoc graduate/professional issues committee be established for 2000-2001 and implement one of the activities that will address a primary concern identified by the survey.
